Cannot open Designer View.

I am using VS Enterprise 2017, version 15.7.5 and trying to open a c++ project in Design View. I tried creating a CLR Empty Project but it produces no header or source code - this I am told is the easiest way to create a forms project. I then created a Windows Desktop Application which created the header and source which ran OK, showing a basic form. However, I cannot open the form in designer view. I have been through loads of forums and loaded all the required components (CLR and others), followed the suggestions recommended, but no joy. I am clearly not setting something correctly but have now reached the "end of the road". Any further suggestions would be welcome.

The CLR empty project structure seems fine, follow the steps in this: https://social.msdn.microsoft.com/Forums/vstudio/en-US/e6fbde42-d872-4ab3-8000-41ab22a4a584/visual-studio-2017-windows-forms?forum=winformsdesigner and we should right click the project name and choose 'Properties' to change some configurations, then add an new items with Windows Forms type, then input the specific code to make it works.
